Understanding Managed Tooling Services

The practice of Managed Tooling Services, often referred to by various names including Turnkey Tooling, Managed Equipment Solutions, Shutdown Equipment Provisioning, or Integrated Tool Management, revolves around the centralized provision of tools and equipment for large-scale industrial, construction, and maintenance projects.


Instead of subcontractors supplying their own tooling, a central contractor or EPCM (Engineering, Procurement, Construction, and Maintenance) organization manages and supplies all necessary equipment, thereby streamlining operations significantly.

The imperative of meeting the schedule

Shutdown projects are probably the best example.

Plant infrastructure (mineral processing, petrochemical, power generation, manufacturing being prime examples) run 24 X 7 all year round. When the plant stops, revenue stops. Lost revenue can easily reach hundreds of thousands of dollars per hour.

However, equipment needs to be maintained (to prevent breaking down) and upgraded, which can't be done while the plant is running. Such work is programed into fixed periods usually occurring annually. These are called "shut downs" - or, shutdown maintenance. Typically 2-weeks every year.

The mechanics of Managed Tooling Solutions

Under this model, an inventory list known as the “equipment manifest” is meticulously prepared well ahead of project mobilization. The equipment manifest anticipates exactly what tooling, equipment and consumables will be required to perform the specified work packages that comprise the project.

To efficiently distribute this equipment, dedicated storage and dispensing locations (variously called "mobile tool stores" or "equipment hubs") are strategically established throughout the site. On larger sites, satellite facilities or automated kiosk-style stations are frequently employed to enhance accessibility and convenience.

Today, such managed services are commonplace across regions including Europe, Australia, and the Middle East.
